Diagram titled “The commissioning compass – system assessment for change”. Tagline: helping you navigate complexity and impact on outcomes for people and place. In the centre, a blue-and-white compass icon with orange elliptical orbits labelled “Convening change”. Eight aspect tiles flank it (orange = more systems and outcomes focused; blue = more enabling and foundational). Left: Relationships and organisation across the system; Citizen, user, and outcome centred; Making room to make a difference; Models and tactics. Right: Whole system design for wellbeing; Capacity, capability, and confidence; Information, insight, and innovation; Commissioning process. A dashed horizontal line marks the enabling/focused shift. Public services aren’t just fixing yesterday’s problems; we’re shaping the conditions for people to live well. If you’re trying to join up health, care, local government and communities, you already know that procurement tweaks and programme governance won’t get you there.

That’s why we’re running a short webinar at 12:30pm, THIS Wednesday 20 August – a practical prelude to a two-year, levy-funded Level 7 Apprenticeship focused on real outcomes, not theory – link to join and for more info below (if you can’t attend, just sign up to get the info from the webinar).

This is a time-limited window in England – funding for 2025 starts only – so if you’ve been waiting for the right moment, it’s NOW. If you don’t work in England, the courses are available through other routes, but not Apprenticeship Levy funded.

Leaders who care about hashtag#innovation and better hashtag#management in the hashtag#publicsector need tools that actually change systems. Results we have seen include:

– a leader move environmental services from output-counting to outcomes – pride of place, cleaner streets, shared responsibility, securing sponsorship fast, real meaningful visible citizen involvement, and a flexible, people-centred timeline.

– a consultant work with mines and indigenous rights group and local communities to secure constructive, negotiated long-term agreement on mine cleanup and restitution, with work opportunities for decades.

– mapping of the whole transport system in a geographically remote place and agreement of a clear ‘north star’ set of outcomes for citizens – then work with voluntary, charity and government partners to reach agreement – with delivery starting inside 100 days.

– a Police and Crime Commissioner pulling OPCC, police, local authorities, providers and charities into one conversation on harmful sexual behaviour – better data, best practice analysis, and pathways designed to reduce re-offending.

What one assumption about ‘how things work’ in your system, if you dropped it, would accelerate outcomes most?
